Healthcare Reimbursement Arrangement

CCSU offers a Healthcare Reimbursement Arrangement (HRA) to those employees enrolled on our Comprehensive 1000 Plan (or Comp 1000).    The CCSU HRA is a plan funded by the district to reimburse employees for their deductible expenses under the Comp 1000 Plan for up to $1,000 for single coverage and up to $2,000 for 2-person and family coverage.  Reimbursements from the plan to the employee are tax free as long as they are used for qualified health care benefits.

The Comp 1000 Plan when coupled with the HRA is designed to save employees premium dollars while minimizing some of the out-of-pocket risks associated with a hig deductible plan.  For a  cost comparison of the Comp 1000 Plan (coupled with an HRA) vs the VEHI Dual Option Plans, click here.

The CCSU HRA plan is administered through a third party administrator – Future Planning Associates (FPA).   In order to receive a reimbursement, the employee must submit a copy of their Explanation of Benefits (EOB) statement from BCBS to FPA to serve as valid proof of deductible expense.  FPA will verify the claim and send the reimbursement directly to the employee.  Reimbursements are processed twice per month.  Ideally, the employee would receive the reimbursement check before payment on the medical claim is due.  However, there may be times when the employee must pay the claim in advance and receive reimbursement afterwards (similar to a flexible spending account).
