Insurance Eligibility

Employees should refer to their applicable master agreement or employment contract for specific eligibility information.  If the information found on this site conflicts with the master agreement/employment contract, the master agreement/employment contract shall take precedence.

In addition to master agreement/contact requirements, eligibility for insurance coverage is also subject to carrier limitations.  Below is a summary of our insurance carriers’ eligibility requirements:782778_first_aid_plaster_41

  • BC/BS Medical – Minimum of 17.5 hours/week (0.50 FTE)
  • Northeast Delta Dental – Minimum of 17.5 hours/week (0.50 FTE)
  • UNUM Life Insurance – Minimum of 30 hours/wk (.86 FTE)

Save Money with the New Comprehensive 1000 Medical Insurance Plan

CCSU is pleased to offer new medical insurance plan to eligble employees which is designed to save employees money towards their premium costs.  This new plan, called the Comprehensive 1000 Plan (or Comp 1000) is coupled with a Health Reimbursement Arrangement (HRA) to reimburse participating employees for deductible expenses  for up to $1,000 for single coverage or $2,000 for 2-person or family coverage.  Employees can enjoy premium savings of up to $861 per year when compared to the VEHI Dual Option Plans!  For a  cost comparison of the Comp 1000 Plan vs the VEHI Dual Option Plans, click here.

What is an HRA and How Does it Work?

The CCSU HRA is a plan funded by the district to reimburse employees for their deductible expenses for up to $1,000 for single coverage and up to $2,000 for 2-person and family coverage.  Reimbursements from the plan to the employee are tax free as long as they are used for qualified health care benefits.  The CCSU HRA plan is administered through a third party administrator – Future Planning Associates (FPA).   In order to receive a reimbursement, the employee must submit a copy of their Explanation of Benefits (EOB) statement from BCBS to FPA to serve as valid proof of deductible expense.  FPA will verify the claim and send the reimbursement directly to the employee.  Reimbursements are processed twice per month.  Ideally, the employee would receive the reimbursement check before payment on the medical claim is due.  However, there may be times when the employee must pay the claim in advance and receive reimbursement afterwards (similar to a flexible spending account).
