ADEQUATE YEARLY PROGRESS (AYP)

Under the Federal No Child Left Behind Act of 2001, all schools must show that they are making adequate yearly progress for all students in order to reach the goal of full proficiency for all students in reading and math by 2014. Vermont has set targets (annual measurable objectives) related to a schools assessment results as measured by the New England Common Assessment Program (NECAP).  These results, measured against the target, indicate whether a school’s progress in student performance, participation in testing, level of performance, and graduation rate are or are not adequate each year.  Progress is measured in each school based on the over-all school population, but progress is also determined at the subgroup level. Those four subgroups are comprised of students with disabilities, students receiving free or reduced lunch, minority students, and English language learners. Schools must have at least 40 students in each of these subgroups to receive an AYP determination. If a school or schools within a district have less than 40 students in each subgroup, the determination of adequate yearly progress will be made at the district level. 

Chittenden Central Supervisory Union is comprised of 3 school districts and 7 schools. Westford Elementary School (Westford School District) meets AYP for the 2007-2008 school year. The Essex Junction School District (Summit, Hiawatha, Fleming, and Albert D. Lawton School) did not meet AYP for the 2007-2008 school year for the subgroup of students with disabilities for both reading and math. This is the third year that Essex Junction School District has not met the targets for these students. We do meet the thresholds for participation and we did meet the State’s academic indicator. Since the school district has not made AYP for two consecutive years (the first year we received a checkmark), the Essex Junction School District is considered “identified.” We have developed a plan and action steps for each school in the Essex Junction School District that addresses the areas that caused us to be identified. The U-46 School District (Essex High School and CTE) has completed its first year of NECAP assessment. Essex High School did not meet AYP in both reading and math for students receiving free or reduced lunch. They did not meet the participation rate for this subgroup. They did meet the academic indicator. This gives the high school a “check mark.”  We have developed a plan and action steps for Essex High School that addresses the areas that caused us to be identified.
